본 연구의 목적은 오늘날 핀란드 교육의 성공을 가져다 준 핀란드 종합학교 교육의 개요 및 철학과 교육제도를 확인함으로써 우리나라 교육의 질적 향상을 위한 시사점을 도출하는 것이었다. 이를 위해 우선 PISA 평가 결과와 핀란드의 종합학교 교육제도를 검토하였다. 이어서 핀란드 교육정책과 동향에 대한 연구 결과들을 토대로 핀란드 종합학교 교육의 성공적인 모습에 대한 공통된 요인을 찾아보았다. 다음으로 핀란드 종합학교 교육이 우리나라 교육에 시사하는 교육적 대안과 정책적 시사점을 교육이념, 교육제도, 국가교육과정, 학생, 교사의 측면에서 논의하였다. 첫째, 핀란드 교육은 평등한 교육이다. 둘째, 핀란드에서는 교육받을 권리를 복지 정책으로 보장하고 있다. 셋째, 핀란드는 기회의 평등을 보장하는 것을 기반으로 개별화된 학습을 통해 수월성을 추구해가고 있다. 넷째, 종합학교에서 가르쳐야할 내용은 국가 중핵 교육과정에 통합교육과정 주제로 제시되어 있다. 다섯째, 핀란드 종합학교의 성공은 교육과정의 분권화 및 자율성에 따른 책무성이다.
Abstract
The purpose of this study was to inquire about the Finnish comprehensive school which explains the world's leading academic achievement of Finnish education system. Finland got the highest grades of reading, mathematic, and science of PISA (2000, 2003, 2006, 2009). The forms and structures of the curriculum and the ideas about integrated curriculum and study courses were analyzed how the Finnish comprehensive school contributed to the success of the Finnish education. Finnish comprehensive school followed the educational policy based on the Finnish national core curriculum. And the comprehensive school follows the pedagogical principles of the Frenchman Célestin Freinet, who underlines learning by doing and community orientation. Furthermore, Finnish comprehensive school education system suggests an alternative educational philosophy of welfare, equity chance of opportunity, differentiated learning, integrated curriculum, flexible student clusters and age group integrated classes, the comprehensive school curriculum based on decentralization and autonomy, and the educational system by an authority of the teacher.
