2010년 나고야의정서 채택 이후 빠른 속도로 진행되고 있는 유전자원의 접근 및 이익공유에 관한 국제협상은 해외유전자원을 이용하는 국내 제약산업에 상당한 영향을 미칠 것으로 예상된다. 본 논문은 나고야의정서의 발효 시에 국내 제약사에 미칠 수 있는 추가적인 비용부담을 고려한 가운데, R&D 투자의 경제성을 평가하였다. 시장의 불확실성과, R&D 성공의 불확실성, 그리고 투자의 비가역성을 고려한 실물옵션 기반 하에, 국내 상위 20개 제약사를 대상으로 분석한 결과, 나고야의정서 하에서도 충분히 투자의 경제성이 확보되는 것으로 나왔다. 이는 국내 제약사들이 나고야의정서 하에서 보다 선점적으로 해외유전자원을 확보하는 동시에, R&D 투자를 통한 기업역량의 축적이 필요함을 시사한다.
Abstract
The Nogoya Protocol which aims to establish a rule on access to genetic resources and their benefit sharing is expected to provide substantial impacts on investment in pharmaceutical industry which depends on genetic resources. This paper attempts to analyze the effects of the Nagoya Protocol on pharmaceutical investment by considering uncertainty of demand and R&D when extra costs under the Nagoya Protocol is introduced as a form of loyalty to imported genetic resources. A real option model is used to consider irreversibility of investment and uncertainty at the same time in a stylized framework. Top 20 pharmaceutical companies are examined to identify feasibility of their investments under the protocol. The result shows that preemptive investment strategy is necessary to preoccupy genetic resources and to enhance R&D capacity.
