시민법교육(PLE)의 의미와 접근방식에 관한 고찰

법조인에 대한 교육을 의미하는 ‘법학교육’과 달리 일반인에 대한 시민교육의 차원에서 시작된 법교육은 초기엔 학교 내에서 주로 청소년을 위한 교육을 실시하는 ‘LRE'의 차원에서 발전되어 왔다. 하지만 1980년대 이후 캐나다, 영국 등을 중심으로 학교 밖에서 주로 성인들을 대상으로 하는 법교육인 ’PLE'가 등장하여 확산되고 있다. PLE는 시민들의 법적 소양 함양을 통해 권리를 인식하고 이를 보장받는 과정에서 삶의 수준이 향상되는 한편 공동체에 대한 관심과 참여가 증대되는 효과를 가져올 수 있다. 따라서 PLE는 모든 사회 구성원들에게 복지의 차원에서 공공서비스로 제공되어야 하며 이를 통해 건전한 법의식을 지닌 시민의 양성을 가능케 하는 민주사회의 핵심적 교육 영역 가운데 하나로 발전될 수 있을 것이다.
Abstract
Unlike 'Legal Education' which means the education for the legal profession,'Law-Related Education'(LRE) is a education of law and legal minds for layman. In early stage, LRE developed as a education for the youth in the school. But 'Public Legal Education'(PLE) which targeted the adults has been spreaded out from the countries like Canada or UK to the world after '80. With PLE people can learn their legal rights and empowering their lives. And the interests and participation for society also can be increased in the way of public legal education. So it is inevitable for democratic society that PLE should be offered to everyone as a way of welfare and public service. In this way PLE can be a essential part of citizenship education by breeding the citizens with a sound legal mind.
