서울 지역 여성복지조직간 네트워크 구조 분석 - 서비스 대상자 , 활동지향점, 운영주체 집단 모형을 중심으로 -

사회복지조직간 네트워크 구축이 클라이언트의 복합적 욕구 충족과 자원의 효율적 활용이라는 차원에서 강조되고 있음에도 불구하고, 여성복지조직들은 타 사회복지조직들에 비해 어려운 상황에 직면해 있다. 본 연구의 목적은 서울 지역 여성복지조직을 대상으로 여성복지조직간 네트워크 특성을 알아보고, 주요서비스 대상자, 활동지향점 1순위, 운영주체별로 구분된 집단 내, 집단 간 밀도 비교와 집단 모형 분석을 통해 여성복지조직간 네트워크가 어떻게 이루어지고 있는지를 살펴보기 위한 것이다. 분석 결과, 여성복지조직간 네트워크는 주요 서비스 대상자가 누구인지에 따라 명확히 구분된 네트워크 구조를 보였으며, 종교적 소명 지향의 조직들과 개인 운영 주체의 조직들이 고립되어 있는 것을 확인할 수 있었다. 반면, 여성주의운동 지향의 조직들은 다양한 내용의 네트워크에서 집단 내부와 외부 연계가 모두 활발한 것으로 나타났다. 이러한 연구 결과를 바탕으로, 여성복지조직간 네트워크를 활성화할 수 있는 차별적 전략 방안을 제시하였다.
Abstract
Although interorganizational networks among social welfare organizations are emphasized to meet clients' different needs and obtain the efficiency of resource utilization, women's welfare organizations are faced with difficult situations for building networks with other organizations. The aim of this study is to analyze interorganizational network structure between women's welfare organizations in Seoul using blockmodeling method by the main service target, main organizational philosophy and central operating body. The results show that the network within organizations with the same service target are very active compared with other networks. The organizations with religious mission as the main philosophy and run by individual are isolated in the whole networks. The organizations accepting feminism as the main philosophy generally have the high network density level, especially in the interchange of information, interorganizational agreements and joint program & statement networks. On the basis of the findings, this study suggests the differentiated strategies for activating interorganizational network among women's welfare organizations.
