지역사회 사회복지 네트워크 거버넌스 구조 변화 사례연구: 남양주시의 2012~2017년의 변화를 중심으로

초록

본 연구의 목적은 네트워크 진화이론을 바탕으로 남양주시 사회복지서비스 조직 간 네트워크 거버넌스 구조의 유형과 변화를 살펴보는 데 있다. 최근 중앙과 지방의 복지서비스 정책은 지역사회 중심의 사례관리가 강화되는 환경으로 변화하고 있다. 이에 따라, 남양주시의 37개 공공과 민간 서비스 조직들을 대상으로 2012년과 2017년도에 수행한 설문조사 데이터를 활용하여 네트워크 분석을 실시하였다. 연계망 분석결과, 남양주시의 사회복지서비스는 정보교환, 물적 자원의 교류, 클라이언트 상호의뢰 영역에서 모두 희망케어센터를 중심으로 한 주도조직 중심 네트워크 거버넌스 유형을 보였으며, 시간이 흐르면서 희망케어센터의 중심성이 높아지는 한편 전체적인 연계집중도도 높아져 기존의 구조가 강화되는 경향을 보였다. 이는 희망케어센터가 서비스의 공급자이자 조직 간 중개자로 기능하였음을 보여주는 한편, 지역사회 내 조직 간 자원 배분의 갈등의 가능성과 예방정책의 필요성을 보여주는 결과라 할 것이다.

Abstract

This article aims to studies the type and the structural change of inter-organizational network governance in Namyangju city’s social service delivery system with perspective of a ‘network evolution theory.’ Under the circumstance that community-centered case management is increasingly important, this study conducts network analysis with survey data of 37 public and private social service related organizations between 2012 and 2017. The finding shows that Namyangju social service network belongs to ‘lead organization-governed network’ model with the Hope Care Center in every aspects including information sharing, material support and client referrals. Also, the results reveal that this structure had been reinforced and developed from 2012 to 2017 with higher centrality of the Hope Care Center and centralization. These pieces of evidence suggested that the Hope Care Center functions as a leading organization of both provider and broker for public-private organizational partnership in the network governance, and showed necessity of refined managerial policy for the network governance in order to prevent the possible conflicts among organizations with resource allocation.
