다문화가족을 위한 정신건강정책에 관한 연구 -호주의 사례를 중심으로-

본 연구는 호주의 국가정신건강정책과 국가정신건강계획의 수립을 통한 다문화 정신건강정책추진의 주요 내용과 그 성과에 대한 논의를 토대로 하여 우리나라의 정신건강정책에 주는 함의를 도출한 데 그 목적이 있다. 다문화사회인 호주는 문화대응성의 촉진을 원칙으로 하는 정신건강정책과 실행 계획을 추진하였고, 문화유능성을 향상하기 위해 고안된 사업들을 실행해왔다. 다문화 정신건강정책의 성과를 측정하기 위한 주요 성과 영역에는 다문화가족의 참여, 안전과 서비스의 질, 정신건강 증진과 정신질환의 예방 및 조기 개입, 정신건강 전문인력 등이 포함되어 있다. 문화대응성과 문화유능성 향상을 강조한 호주의 다문화 정신건강정책은 다문화가족의 참여 확대, 서비스의 질과 안전을 보장하는 서비스 기준의 수립과 실행, 문화수용성이높은 정신건강서비스의 제공, 문화유능성을 갖춘 정신건강 전문인력의 확보라는 성과를 도출하였다. 이와 같은 다문화 기반 포용적 정신건강서비스 전달체계 구축을 위한 호주의 사례는 다문화사회로 진입하고 있는 우리나라의 정신건강정책에 주는 시사점이 크다고 하겠다.
Abstract
The purpose of this study is to propose the policy implications of multicultural mental health by examining Australian mental health reform process including national mental health policy and national mental health plan. As a multicultural nation, Australia’s mental health policies and plans contain principles promoting cultural responsiveness. There are also a number of mental health policies and plans designed to promote cultural competency. The multicultural mental health policy has emphasized key outcome areas: consumer, carer and family participation, safety and quality, promotion, prevention and early intervention, workforce. There are considerable progress and outcomes in participation from consumers and carers leads reform and improves mental health services, the implementation of quality and safety standards in culturally inclusive way, culturally tailored programmes, a culturally responsive workforce in Australia.
