Abstract
Currently, Korea's disability services have many policies and budgets centered on providers rather than users, the disabled. In the case of people with psychosocial disabilities, not only problems arising from these service provider-centered disability policies and budgets, but also inequality that is relatively excluded from discussions or decision-making processes on disability policies. Therefore, this study examines the process and operation of National Disability Insurance Scheme, an Australian personal budget system based on the needs of the disabled, and based on this, it suggests implications for discussing the personal budget system as a policy for people with psychosocial disabilities in Korea. Specifically, the background, target, support, delivery system, finances, and current status of NDIS were examined as to whether Australia's NDIS support for people with psychosocial disabilities works in line with the concept of ‘freedom’, ‘choice’, ‘autonomy' emphasized by UN CRPD. Based on these research results, NDIS has the potential to contribute to the meaningful change in the method of providing social services for people with psychosocial disabilities to convert them who currently remain passive beneficiaries in Korea. However, it was suggested that supporting measures for self-advocacy and decision-making to ensure choice and control by people with psychosocial disabilities which NDIS lacks.
