학교와 기초지방자치단체 간 연계와 협력을 통한 초등돌봄 협력적 거버넌스 경험 사례연구 -초등학교 내 ‘늘봄학교’ 운영 적용 가능성을 중심으로-

본 연구는 기초지방자치단체와 학교 간의 연계와 협력을 중심으로 한 협력적 거버넌스에 관한 질적 사례연구이다. 본 연구에서는 사례로 선정된 3개 기초지방자치단체가 초등학교 내 돌봄 문제와 갈등 양상을 지역의 특화된 방식을 적용하여 문제를 해결해 온 초기조건을 확인하는 것이다. 본 연구의 사례 대상은 초등돌봄 거버넌스를 5년 이상 경험한 3개 기초지방자치단체이며 학교, 기초지방자치단체, 중간지원조직, 마을 주체의 연구참여자 22명을 대상으로 심층 면접과 관찰을 실시하고, 혼합연구 방법론을 활용하여 분석하였다. 본 연구는 초등학교 내 돌봄 운영이 학교와 기초지방자치단체 간의 협력적 거버넌스를 통해 대안 모색이 가능함을 확인하는데 Ansell and Gash(2007)의 모형을 적용하였다. 이를 통해 초기조건으로 일반조건 하위범주 6개, 공동체 속성 하위범주 4개가 도출되었다. 본 연구는 초등돌봄문제를 주체 간의 ‘함께돌봄책임’으로 하여 ‘늘봄학교’ 정책이 지역별⋅학교별 상황에 맞춰 운영을 모색하는데 토대연구로서의 의미를 가질 수 있을 것으로 기대한다.
Abstract
This study is a qualitative case study on collaborative governance focusing on the linkage and cooperation between basic local governments and schools. In this study, three basic local governments selected as examples identify the initial conditions under which care problems and conflict patterns in elementary schools have been solved by applying local specialized methods. The case subjects of this study are three basic local governments that have experienced elementary care governance for more than five years, and in-depth interviews and field observations of 22 participants from schools, basic local governments, intermediary support organizations, and community entities, and analyzed using mixed research methodology. This study applied the model of Ansell and Gash(2007) to confirm that care management in elementary schools can seek alternatives through collaborative governance between schools and basic local governments. Through this, 6 subcategories of general conditions and 4 subcategories of community attributes were derived as initial conditions. Therefore, this study is expected to serve as a foundational study in exploring operations tailored to local and school-specific situations for the “Neulbom School” policy, treating elementary care issues as a shared care responsibility among stakeholders.
