Abstract

In order to understand the episode of the publican Zachaeus, it is necessary to know the process of tax contracts concluded both in the city of Rome and in a local city of province. The administrative burden of taxation grew up enormously as the provinces were added to the Roman Republic. The republican system, however, did not allow the growth of the bureaucracy dealing with the Roman Empire. A small number of governors with military command were selected from the ex󰠏magistrates and sent to the provinces at most. Instead the affairs of taxation on the provincials were conferred to the private citizens. They organized the companies of the tax contract, whose members were called publicani and had the status of the equestrian order below the senators. The contractors were chosen by the competitive bidding in the city of Rome. They had to prepay the amount taxed for five years in principle. Moreover they took on the payment for the governors through their provincial agents or branch companies. In this way, the publican companies had the financial networks between the capital and the provinces. These networks functioned as a mechanism of Roman imperialism in the Republican period. In provincial level, the tax gatherers contracted with the tax payers, who had to profess the amount of dues in advance like the Roma tax payers but were not protected from the abuses unlikely. In this taxation process, the local tax gatherers like Zachaeus could be parvenu, who was generally hated by the local Jews. His repentance of his sin changed his destiny from a jewish traitor to a christian leader after he met Jesus. According to some traditions, he was appointed by lot as substitute apostle named Matthias and became the first bishop of Caesarea, a main center of Christian mission.
