Abstract

According to Luttwak, the Roman Empire has pursued policies that depend on frontier defenses rather than client states since the Flavian Dynasty. From Vespasian's reign to Septimius' death, the second grand strategy was to make firm the frontier by annexing client states, and to pursue a preclusive defense fortifying the frontier. Frontier defense facilities dealt with low-level threats from the enemy and supported counterattacks in the event of a large-scale attack by the enemy. The Preclusive defense strategy tried not allow any penetration of the frontier. An important feature of the grand strategy was to find the optimal regional defense line in terms of a “scientific frontier”, and to strengthen it. Luttwak considered four examples of a scientific frontier policies on major fronts of the Roman Empire. The Hadrian wall of Britannia, that is, the Solway-Tyne line, comprised the optimal amount of territory, and was politically and strategically a useful frontier in view of the net cost of keeping it garrisoned. The existing L-shaped Rhine-Danube frontier was too long and had too many serious flaws to become a strategic frontier. The new frontier from the Taunus mountains to Eining sealed off the natural routes of invasion and had the strategic effect of simplifying the defense of Upper Germania by pushing out the Chatti. The province of Dacia made the imperial frontier longer by more than 370 miles, but served as a strategic shield for the entire region. Dacia effectively separated the Iazyges from the Roxolani. Trajan’s Parthian war was an attempt to establish a new scientific frontier beyond the Euphrates. The Khabur-Jebel Sinjar mountains-the Tigris line was able to provide a defense-in-depth for Antiochia and Armenia against attacks from Parthia.
