신라의 高句麗․百濟 정벌은 처음부터 민족적인 차원의 통일 의식에서 출발하였던 것이 아니었다. 그것은 이후 신라의 地方 統治가 강화되면서 의도적으로 도출된 것이다. 즉 서기 668년 이후의 대내외적인 상황의 진전과 그에 대응한 신라 조정에서 취한 일련의 정책에 의해 삼국을 아울렀다고 하는 나름의 통일 국가로서의 면모를 구체화해 나아갔던 것이다. 따라서 신라의 ‘삼한일통’ 의식은 서기 7세기 말 무렵부터 신라 왕실을 중심으로 한 지배층에 의해 적극적으로 나타났다고 볼 수 있다. 영토 면에서도, 서기 7세기 말까지도 신라의 영토는 서쪽으로 예성강에서 동쪽의 안변을 잇는 이남의 땅만을 차지하였다. 그리고 성덕왕(702～737)대에 예성강 너머 황해도 지역에 처음 진출하게 되고, 선덕왕 3년(782)에 이르러서야 비로소 자비령 이남의 浿江鎭을 신라의 영토로 삼았다. 따라서 신라가 9州 分定이라는 천하관을 통해 ‘一統三國’ 의식을 의식적으로 강조하였더라도 백제와 고구려가 망한 시점에서는 ‘一統’이라 말할 수 없는 것이다. 왜냐하면 고구려 정벌 이후에도 다시 唐과의 마찰로 북방 경계가 예성강과 안변을 잇는 선에 불과하였다면, 9州가 완성되었더라도 그것은 백제와 신라의 영토를 토대로 하는 것일 뿐이기 때문이다. 이처럼 우리 민족의 첫 번째 통일 과정인 신라의 소위 ‘삼국 통일’의 불완전한 모습은 결국 20세기에 초래된 남북 분단과 21세기에 진행될 통일의 과정에서 되풀이되지 않아야 할 실수와 과오 등을 살피는데 역사적 교훈을 준다는 점에서 매우 중요하다.
Abstract
Silla(新羅) had the consciousness for the unification when she conquered Baekje(百濟) and Goguryeo(高句麗). However, this unification consciousness didn't come from the ethnical ground. Silla intentionally set up the consciousness in order to reinforce the control for the conquered areas. As it were, after 668 AD, Silla put together three kingdoms through a series of policies tailored to changing of domestic and international situations. With this, Silla's consciousness for the unification was enhanced. Accordingly, Silla's consciousness for the Three Kingdoms unification can be thought to be intentionally established by the governing class of Silla's royal court from the end of the 7th century. On the other hand, Silla's territory stretched from Yeseong(禮成) River in the west through the south to Anbyeon(安邊) in the east by the end of the 7th century. At the time of King Seongdeok(聖德), for the first time, Silla advanced into Hwanghaedo(黃海道) beyond Yeseong River, and it was not until the 3rd of King Seondeok that she expanded her territory into Paegangjin(浿江鎭) in the south of Jabiryeong(慈悲嶺). Accordingly, though Silla had placed intentional emphasis on the consciousness of the unification through the 9 regional provinces, a view of the universe, Silla had not substantially unified the Three Kingdoms at the time when Baekje and Goguryeo collapsed. Even after Silla conquered Goguryeo, her northern boundary was a line connecting from Yeseong River and Anbyeon due to the conflict with Dang, China. Even the completion of nine provinces(九州) was based only on the territories of Baekje and Silla.
