1980년 이후 우리나라의 노인복지모형은 시설복지에서 재가복지 - 지역사회 기반을 둔 노인복지실천모형으로 변화 발전되었다. 본 연구는 지역사회중심의 노인복지실천의 경험과정에서 발견된 3가지 모형을 현상학적 관점에서 분석 정리했다. 첫째, 자활 노인 종합복지 모형이다. 이 모형은 65세에 접어든 노인들이 일정한 기간 직업이나 건강, 여가선용, 평생교육 등 어르신 스스로 자기 삶을 자율적으로 운영하는 복지모형이다. 둘째, 경로당 이용 어르신의 여가복지 모형이다. 이 모형은 가족이나 이웃, 지역사회 주민들의 돌봄으로 노인후기의 여가복지 문화를 경험하면서 행복한 노년기를 지역사회에서 보내는 시기이다. 셋째, 요양보호 어르신의 보건복지모형이다. 이 모형은 질병으로 자기 자신을 스스로 관리할 수 없는 노인으로서 노인 장기요양 보험법에 의하여 노인병원이나 노인전문 요양원에서 요양보호를 받으면서 임종상담과 호스피스 돌봄을 받는 전인적 서비스의 대상이다. 이 3가지 모형을 어떻게 전문화하고 특성화하면서 통합적으로 운영할 것인가를 제시하는 것이 이 논문의 요지이다.
Abstract
Since 1980, the elderly welfare model in Korea has been changed from the facility welfare model to the community-based model for senior citizens' welfare. The present study analyzed three models found in the experience of community-centered senior citizens' welfare centers from a phenomenological perspective. First, it is a self-help welfare model for senior citizens. The model is a welfare model in which senior citizens who have reached the age of 65 voluntarily run their own lives, such as jobs, health, leisure and lifelong education, for a certain period of time. Second, it is a model of leisure welfare for senior citizens per route. The model is a time of happy old age in the community, experiencing the leisure welfare culture of the post-adult age with the care of family members, neighbors and community residents. Third, it is the health and welfare model of the elderly. This model is intended for the entire service of senior citizens who are unable to manage themselves due to illness and receive medical care protection at senior citizens' hospitals or nursing homes for the elderly under the Act on Long-Term Care Act The gist of this paper is how to specialize and characterize these three models and operate them in an integrated manner.
