일본정부의 ‘이승만라인’과 ‘미일행정협정’의 모순적 주장에 대한 검증

현재 한국은 독도에 대해 영토로서 주권을 확립하여 실효적으로 관리하고 있다. 그런데 일본정부는 독도에 대한 영유권을 주장하고 있다. 그 이유로서 1905년 처음으로 국제법에 의해 일본영토로서 편입되었고, 1951년 연합국이 대일평화조약에서 독도를 일본영토로서 결정했다는 것이다. 일본 외무성은 홈페이지를 통해 12개의 외국어 버전을 만들어 일본국민과 국제사회에 선전하고 있다. 그러나 일본의 국회의사록에는 일본의 주장과 다르게 기록되어있다. ‘대일평화조약에서 독도가 한국영토로 결정났고, 이승만라인은 불법이 아니고, 단지 일본정부의 주장에 불과하다. 또한 미일행정협정는 독도 영유권과 아무런 관련성이 없다는 사실이 확인되었다. 이 같은 사실은 일본총리와 외무대신이 야당 전문위원과의 질의응답에서 스스로 인정했던 것이다.
Abstract
Currently South Korea is to establish the sovereignty of Dokdo as a territory managed effectively. But the Japanese government has claimed sovereignty over Dokdo. As a reason Japanese government has claimed that by international law for the first time in 1905 it was incorporated as Japanese territory and in 1951 that the Allies would decide Dokdo as Japanese territory in the Treaty of Peace with Japan. Japan’s Ministry of Foreign Affairs has created 12 language versions on the website promoting the Japanese people and the international community. However, in the proceedings of Parliament it is written differently in Japan and the Japanese claim. “Dokdo from Japan Peace Treaty woke determined to Korea territory, Syngman Rhee Line is not illegal, that is only the claims of the Japanese government. This fact was also confirmed that the US-Japan government hyeopjeongneun and the sovereignty of Dokdo is no relevance. This fact is recognized that specializes itself in the Q & A with the Japanese prime minister and foreign opposition members.
