지정학 게임과 일본 안보정책의 비판적 검토 ‒ 제2차 아베 정권의 안보정책을 중심으로 ‒

초록

최근 아베 정권의 안보정책 변화와 동북아시아 지역의 갈등을 심화시키는 매커니즘은 무엇인가? 기존의 현실주의적 연구나 일본 국내정치 중심의 분석은 중일 간 ‘지정학 게임’의 양상, 즉 지정학 논리와 ‘민주주의’라는 진영논리가 결합하여 중일 양국 간 대립을 심화시키고 있다는 점을 분석하는데 한계가 있다. 따라서 미일 양국의 지정학적 사고와 진영논리, 그리고 일본의 안보정책과의 관계를 분석하고자 한다. 미국은 ‘제3차 아미티지-나이 보고서’를 통해 민주주의를 공유하는 국가의 협력으로 중국의 부상에 대비해야 함을 주장하였다. 2012년 집권한 아베 정권도 ‘안전보장의 법적기반 재구축에 관한 간담회’를 통해 다국간 협력이 본격적으로 논의되기 시작하였다. 이를 토대로 2014년도의 헌법9조 해석변경을 결정함으로서 제한적으로 집단적자위권의 행사를 각의결정 하였으며, 2015년 ‘평화안전법제’가 성립되었다. 평화안전법제는 다음과 같이 일본 안보정책의 제약을 일정부분 해소하였다. 첫째, 중요영향사태는 일본 주변이라는 지리가 아닌 사건의 성격을 기준으로 대응여부를 결정하도록 변화하였다. 둘째, 존립위기사태는 미국 및 일본과 밀접한 타국에 대한 공격에 대응할 수 있도록 규정하였다. 이와 같은 논의를 통해 아베정권의 안보정책 변화의 의의는 다음과 같다. 첫째, 이번 안보정책 변화는 다자간 협력을 향한 변화라는 점이다. 둘째, 다자간 협력 논의의 기저에는 ‘민주주의’가 존재하고 있다. 진영논리가 규정하는 지정학 게임은 중국을 타자화하며, 결과적으로 중일 양국 및 역내 안보환경을 악화시키고 있다. 따라서 일본은 지정학 게임으로부터 빠져나와야 한다.

Abstract

What changes the security policy of the second abe administration and exacerbates tension in Northeast Asia? Previous studies on this were mainly based on a realistic perspective or focusing on the domestic politics in Japan. These studies, however, can not analyze the ‘geopolitical game’ between the two countries. In order to verify the game, the relationship between the geopolitical logic of the U.S.-Japan alliance and Japan’s security policy should be analyzed. ‘The Armitage-Nye Report’, published in 2012, argued that democratic countries should cooperate in order to prepare the rise of China. Abe administration, inaugurated in 2012, restarted discussion about Japan’s multilateral cooperation at the ‘Report of the Advisory Panel on Reconstruction of the Legal Basis for Security’. Based on the above, Tokyo decided to reinterpret the ‘Article 9’ of Japan’s constitution to use Japan’s right to collective self-defense conditionally, and the Legislation for Peace and Security was also passed in 2015. The legislation for Peace and Security resolved following restrictions on Japan’s security policy. First of all, by adding the concept ‘Important Influence Situation(重要影響事態)’, SDF can determine whether to respond based on the nature of the case, regardless of the region. Secondly, ‘Survival Crisis Situation(存立危機事態)’ made it possible to respond armed attacks on the U.S. and other countries closely related with Japan. Based on the above discussion, the significance of the change in the security policy of the Abe administration is as follows. First thing is that the change in Abe cabinet is a shift towards multilateral cooperation. Secondly, ‘democracy’ exists at the basis of the cooperation. This democratic-based cooperation is excluding and segregating China, and consequently exacerbating the security dilemma in Northeast Asia. Therefore Japan should quit this chicken game as soon as possible.
