Abstract

This paper examined the current situation in the stalemate at the time, the perception of the situation in neighboring countries, and the movement of the private sector, focusing on matters related to the return of Korean residents to Sakhalin among the diplomatic document records from 1975 to 1979. Following the 1965 Korea-Japan Agreement, the issue of the return of Korean residents to Sakhalin gradually began to become a diplomatic agenda. Despite not achieving significant results, it was a period of continuous efforts to overcome the chronic limitations of neighboring parties, leaving meaningful traces. However, despite these attempts, the perception and interests of the responsible parties to the issue of the return of Korean residents to Sakhalin in Korea, Japan, and the Soviet Union, were unable to deviate from the level of perception after liberation and were deadlocked. In this situation, the continuous and active activities of civil society at the private level, including Park Noh-hak, were like a milestone opening a new way for the return of Sakhalin Korean-Americans in the deadlock at the time. As such, in this paper, traces of the return of Sakhalin Korean-Americans, which showed little progress despite the deadlock, were confirmed through diplomatic documents produced in Korea from 1975 to 79. This is because the continuous efforts of private civil society, which have moved forward despite the passage of the past years, have been the basis for some meaningful results at present.
