Abstract

The complicated flow and reasons why the Sakhalin Korean return issue did not shine until about 82 years later, and the poor process of enacting, promulgating, and implementing special laws related to it leave us with many implications. The return of Sakhalin Koreans has been largely institutional and legal at this time, and the remaining problem is to be implemented quickly so that Sakhalin Koreans who have yet to return to their homeland as soon as possible. However, it was recognized that there were various problems both inside and outside Korea and that there were complicated social, political, and historical interests in overcoming the problems. We also learned that this was based on the sad logic and perception of the times that the Han government, including other Koreans in Sakhalin, could deal with overseas Koreans depending on the times. Therefore, this paper focused on the process and problems of the return of Sakhalin Koreans, changes in their perceptions and views, and meaning, limited to major diplomatic documents related to Sakhalin Koreans from 1957 to 1970.
