생태학적 정책 네트워크에 근거한 일본의 생태관광 정책 분석

최근 국민적 관심을 많이 받고 있는 산림복지정책은 산림환경의 보전 및 효율적인 이용이라는 관점에서 인간과 자연과의 관계를 조화와 균형의 관계로 바라보는 접근이 요구되고 있다. 또한 낙후된 산촌지역 지역주민 삶의 질 향상과 지역의 우수한 산림자원 활용을 위해 추진 중인 산촌생태관광이라는 새로운 개념의 산림복지정책도 인간과 자연의 조화와 균형이라는 측면에서 정책적 방향을 수립하는 것이 필요한 실정이다. 본 연구는산촌생태관광 정책의 추진 방향 모색을 위해 우리나라보다 먼저 생태관광 정책을 수립하여 추진하고 있는 일본의 생태관광 정책 내용을 정책분석의 주요 수단으로 활용되는 규제적 수단, 경제적 수단, 정보적 수단 등 3가지로 구분하고, 생태학적 정책 네트워크의 구조체계에 근거하여 따라 정책행위자와 정책수혜자의 상호작용을 분석하였다. 분석 결과, 상호작용 관계 속에서 나타나는 현상적 특징으로 ‘생태학적 지원형태’가 도출되었다. 제시된 결과는 향후 산촌생태관광 정책 추진 시 정책 지원 방향 설정에 활용할 수 있을 것으로 기대한다.
Abstract
In terms of conservation of forest environment and its efficient use, Forest Welfare Policy receiving national attention is required an approach for looking at the relationship between humans and nature as the reconciliation between harmony and balance. For improvement of quality of life of local residents in falling behind mountain village and utilization of surpassing regional forest resource, the new concept of Forest welfare policy called mountain village eco tourism that is currently expanding is in a necessary state to establish the political direction in terms of harmony and balance in the relationship between humans and nature. This study is classified the content of Japanese Eco tourism policy that is established and implemented earlier than in Korea into means of regulation, economy and information and, analyzed an interaction between policy actors and policy beneficiaries according to the ecological policy network. According to the analysis result, ‘Ecological support/aid form’ was identified as a characteristic in the interaction. Henceforth, utilizing the proposed result for setting the direction of policy support is expected when mountain village eco tourism policy is established.
