1980년대 말, 정부는 서울의 인구집중으로 인한 과밀과 주택난을 해소하기 위해 서울 주변에 신도시를 건설하였다. 정부는 당초 자족적인 신도시 건설을 목표로 하였지만, 그러한 목표가 달성되었는지에 대해서는 평가가 엇갈리고 있다. 따라서 본 연구에서는 수도권 O-D자료를 이용해서 5개 신도시의 자족성 및 중심성의 정도를 파악하여, 신도시의 자족수준이 어느 정도에 이르렀는지를 가늠해 보았다. 자족성을 평가하는 수단으로 자족지수를 이용하였으며, 중심성은 직주비를 이용하여 평가하였다. 두 지표는 엄밀하게 말해서 별도로 측정될 필요가 있는 별개의 개념이다. 본 연구는 자족성과 중심성을 고용측면과 생활측면으로 구분하여 분석하였다. 분석결과 수도권 1기 신도시는 생활측면의 자족성을 어느 정도 확보하고 있으며, 지역에서 중심지 역할도 일부 수행하고 있는 것으로 나타났다. 반면, 고용측면에 있어서는 자족성이 상대적으로 미비하고, 직주불균형 현상이 발생하고 있는 것으로 분석되었다. 이는 신도시의 건설이 주택스톡의 증대에는 기여했지만, 신도시가 여전히 서울에 종속된 침상도시라는 평가에 더 가까운 결론이라 하겠다. 결론적으로 이 연구는 ‘저탄소 녹색성장’을 모토로 개발되고 있는 차기 신도시의 건설에 있어서 직주불균형을 완화하고 자족성을 높이는 정책의 모색이 필수적임을 시사한다.
Abstract
The Korean national government built five new towns - Bundang, Ilsan, Joongdong, Pyeongchon, and Sanbon - adjacent to Seoul to mitigate the overcrowding and housing shortage caused by population concentration in the late 1980s. The achievement of self-containment was one of main goals of the new town development, but there are some mixed reviews about that. In this regard, this study aims at identifying the level of self-containment and centrality using O-D (origin-destination) data of the Seoul Metropolitan Area (SMA) surveyed in 2006. The level of centrality of an area is generally measured by jobs-housing ratio. However, jobs-housing ratio is insufficient as a measure of self-containment. Instead, independence index should be employed to measure the level of self-containment. Therefore, these two indices need to be measured separately. Self-containment and centrality were measured from the aspects of employment and life in this study. The result of the analysis shows that the five new towns, from the aspect of life, now have certain level of self-containment and are performing some role as main hub of activity. On the other hand, in terms of employment, the self-containment is evaluated as a lower level than other established cities in the SMA. This may assume that the five first-period new towns are experiencing the jobs-housing imbalance. That is to say, the result of this study supports the opinion that the five new towns are still subordinated to Seoul although the five new towns have contributed to the increase of housing stock in the SMA. Therefore, what to focus on the increase of the jobs-housing balance ratio and level of self-containment in the next-period new town development will be a desirable policy direction to achieve a goal for ‘green growth’.
