아부다비는 아랍에미리트연합국의 수도로 인구규모면에서 두바이 다음인 제2위의 도시이다. 양적인 급속한 도시팽창을 이룬 두바이에 비해 도시의 성장세와 규모는 상대적으로 작은 상황이지만 1958년에 발견된 석유를 기반으로 경제적 내실을 다지면서 국가정치와 경제 및 문화·레저산업의 허브로 중요성이 더욱 커지고 있다. 특히, 미국의 9.11 사태로 촉발된 이슬람 세계에 대한 경제제재로 묶여있던 중동의 석유자본이 아부다비로 몰려들면서 금융의 기능이 현저히 강화되었다. 또한, 2008년 말 미국에서 촉발된 금융위기로 두바이는 성장이 둔화되었지만, 아랍에미리트연합국에서 주도적인 역할을 하는 아부다비는 탄탄한 오일머니와 비석유 경제로의 전환을 통해 8% 이상의 고속성장을 이루고 있다. 이에 더해 세계 유명 박물관을 유치하는 등 문화·레저도시로 거듭나기 위한 준비와 두바이에서 문제가 된 생태파괴의 도시발전을 교훈삼아 친환경 저탄소(마스다르 시티)·생태도시로 거듭나고 있다. 이 연구의 목적은 서남아시아의 신흥선진국으로 성장하고 있는 아랍에미리트연합국의 정치·경제·문화·생태 중심지인 아부다비의 도시공간구조와 토지이용 지대별 경관을 고찰하는 데 있다. 아부다비는 오아시스를 기반으로 시작된 알 아인의 이슬람 도시 전통과 선진 도시계획이 접목되면서 포스트모던 도시로 거듭나고 있다. 또한, 가진 자의 폐쇄적 공동체와 가지지 못한 자인 외국인 노동자의 저급주거지 형성에 따른 주거지 분화가 확연히 드러나는 이원도시의 특성을 가지고 있기도 하다. 따라서, 제3세계 국가의 도시 중 하나인 서남아시아의 정치·경제 중심지 역할을 담당하는 아부다비의 도시공간구조를 연구하는 것은 급속히 성장하는 이슬람권의 저개발 국가가 겪게 될 성공과 위기 요인을 도출하는 데 큰 의미가 있을 것이다.
Abstract
The city of Abu Dhabi is the capital and the second one in terms of population size of the UAE. When compared to the city of Dubai achieved swift urban area expansion, Abu Dhabi is the next door in terms of the trend of urban growth and size. But, it has played an important national hub of political, economic, cultural and leisure industries based on the petroleum found in 1958. Especially, Abu Dhabi has strengthened its financial function by inducing the oil money of MENA (Middle East and North Africa) confined by economic regulation on the Islamic world triggered in 9.11 terrorism in the U.S.A. Although Dubai has experienced the decline caused by the financial crisis triggered in the U.S.A in the end of 2008, Abu Dhabi, a big brother of the UAE, has grown over 8% through the conversion into non-oil economy and with abundance of oil money. Furthermore, it has become both the environment-friendly low carbon and eco city(Masdar city) by reflecting the experience of ecological destruction of Dubai and the cultural and leisure city by inducing famous world museums. The purpose of this study is to investigate the urban spatial structure and the landscape by land use zone of Abu Dhabi. Abu Dhabi has grown into a post-modern city by combining the Islamic city tradition of Al Ain created from the Oasis and the advanced urban planning. It also has a dual city characteristics revealing obvious residential differentiation followed by the formation of the gated communities for the haves and the deteriorated foreign labors’enclaves for the have-nots. Thus, it will be useful in that this study can elicit the factors of success and failure targeting on the underdeveloped countries of an Islamic region experiencing a swift economic growth.
