제주국제자유도시의 과제와 발전전략 모색

본 논문은 제주국제자유도시의 추진배경과 함께 여건변화를 고려하여 제주국제자유도시에 대한 다양한 논의를 고찰해 봄으로써 바람직한 발전전략에 대한 방향을 제시하고자 하였다. 인구의 노령화, 여가활동의 증대, 장소공간의 중요성, 지자체의 역할 확대와 경쟁 심화, 환경시대의 도래, 도시간 상호보완성 증대 등의 여건변화를 고려하였을 때, 제주자유도시가 성공하기 위해서는 제주다운 것을 세계화 할 수 있는 창의적 혁신능력과 함께 지속가능성, 인간중심성, 지역문화 주도성, 주민주도형 발전의 원칙을 준수할 필요가 있다. 또한 본 연구에서는 제주도의 특성을 고려한 제주브랜드화 전략, 문화산업을 중심으로 한 문화관광도시 전략, 산업연계망과 혁신역량의 극대화 전략, 차별성 추구를 통한 경쟁력 확보 전략, 제도 및 조직정비 전략 등을 바람직한 발전 방향으로 제시하였다.
Abstract
This paper attempts to discuss current agendas and direction of the developmental strategies for the Jeju Free International City in consideration of backgrounds and changing situations including aging society, increasing leisure activities, emerging importance of the spaces of place, competing local governments, uprising environment-friendly way of life, and increasing inter-urban cooperations. It is necessary for Jeju Free International City to keep directions upon sustainability, humanity-based strategy, local culture dominance, and resident-driven planning. This paper makes suggestion to implement such ones as Jeju unique brand strategy, cultural tourism strategy, maximization of industrial linkage and innovation capacity strategy, competitive power strategy, and institutional refinement strategy.
