본 연구에서는 1970년대에 미국에서 처음으로 발견되었던 비대도시 지역의 인구 성장이 대도시권을 능가했던 역도시화에 대한 문헌 고찰과 우리나라의 인구주택총조사 자료를 사용하여, 서구에서 관찰된 역도시화와 1990년대 이후의 우리나라 인구 현상을 비교하고자 한다. 역도시화와 비교된 최근 우리나라 인구 현상의 변화는 다음과 같다. 첫째, 후버지수에 의해 측정된 인구 집중 정도는 1995년 이후 더욱 강화되고 있다. 그러나 다른 권역에서 도시로의 인구 집중이 강화되고 있는 반면 수도권에서는 분산 경향이 나타나고 있다. 둘째, 빠른 인구 성장을 보이는 지역들이 대도시 외곽의 농촌적 특성을 많이 가지고 있는 기존의 군지역으로 분산되는 경향이 나타나고 있다. 이 지역들은 대체로 기존 연구에서 설정된 근교도시화 지역의 경계를 넘어선 곳에 위치하고 있다. 셋째, 역도시화 현상과 일치되는 대도시의 절대 인구 감소가 나타나고 있는 동시에 인구 규모가 적은 지역에서 급격하게 인구가 감소하고 있는데, 이는 서구의 역도시화 경험과는 정반대되는 현상이다.
Abstract
Nearly 30 years have passed since academics found non-metropolitan population growth in the United Sates. A large number of rural counties which had been experiencing population loss in 1960s had experienced population growth in 1970s. Many terms have been coined to describe these demographic changes, and the concept counterurbanization has been receiving ongoing attention.This paper reviewed the literatures on counterurbanization and then analyzed the change of population distribution in Korea. This paper aimed to compare recent changes of population distribution in Korea with counterurbanization in the USA and United Kingdom. Results from the 1990~2005 census are as follows: First, in this study Hoover index is used to measure the degree of deconcentration, and the values have gradually been increasing during 1995~2005. But the values of capital region gradually have been decreasing. Second, through the expanding of the population growth regions into the capital region?s peripheral si-gun and Chungcheong-do, the population growth regions have been deconcentrated beyond suburban areas. Third, the largest cities in Korea have experienced population loss while rapid growth has taken place in smaller cities.
