대학교육의 국제화와 외국인 학생에 대한 주변화 담론의 구성에 대한 연구: 광주지역을 사례로

주요 선진국을 중심으로 외국인 학생의 유치 경쟁이 치열해지고 있다. 우리나라는 2005년 외국인 학생 유치 정책을 추진한 이래 유학생이 급격히 증가하였다. 광주 소재 대학은 14개이며, 외국인 중에서 유학생의 비율이 약 20%에 달하고 있어 외국인 학생의 비중이 매우 높다. 정부는 대학의 자율과 책임을 동시적으로 강조하면서 대학교육의 국제화와 외국인 학생 유치 정책을 추진하였다. 본 연구는 외국인 학생의 주변화를 제도적 측면과 일상적 측면으로 구분하여 조사하였다. 제도적 측면의 외국인 학생 주변화는 상품화와 타자화로 나타났다. 외국인 학생 유치는 국내 유학 수지의 불균형 완화와 지방대학 살리기 전략에 의해 추진되었고, 이 과정에서 외국인 학생에 대한 주변화가 나타났다. 일상적 측면의 외국인 학생 주변화는 국내 학생과의 소통 부족이 큰 요인으로 작용하였다. 특히 국내 대학 구성원의 무관심이 외국인 학생이 타자화되는데 큰 영향을 미치고 있었다.

Abstract

The competition to attract foreign students is getting high in recent years among OECD countries. The ‘Study Korea Project’ implemented in 2005 had boosted the rapid increase of foreign students. Gwangju has 14 universities, and contains a high rate of foreign students which is about 20% of all foreign migrants. Korean government implemented the internationalization of university education and the influx of foreign students, imposing simultaneously on the freedom and responsibility of university. This research attempted to reveal the marginalization of foreign students in the institutional and everyday life perspectives. In the institutional perspective, the marginalization of foreign students is closely related to the situation of commercialization and otherness. The influx of foreign students are closely related to lessen the uneveness between inbound and outbound student and to boost the survival of some local universities which were suffered by the decline of students. The marginalization arisen by everyday life in university is closely related to the absence of communication between domestic and foreign students. Especially, the indifference from members of universities to foreign students is closely related to the otherness process into foreign students.
