대도시유산 관리를 위한 역사도시경관 접근방법의 과제와 대안 모색

초록

본 논문에서는 2011년 유네스코 역사도시경관 권고안에 나온 역사도시경관을 대도시유산 관리의 중요한 접근방법으로서 이해하고 주요 과제와 그 대안을 고찰하였다. 역사도시경관 접근방법과 관련한 대도시유산 관리의주요 과제는 대도시유산의 유산화 과정, 유형적 속성, 무형적 속성, 지속가능성과 회복탄력성, 대도시유산 관리의지역화, 대도시유산 정책 평가 등으로 정리할 수 있다. 역사도시경관 접근방법은 대도시유산의 대상 범위를 물리적인 장소와 인간적인 공간으로 확대하는 포용적인 시각을 제시하고, 유적과 기념물 중심에서 벗어나 도시환경으로그 범위를 넓혀 자연과 문화적 가치와 관련한 모든 유산의 속성을 시간 변화에 따른 역사적 층위로 인식하며, 지속가능한 발전을 위한 통합적 접근을 강조하는 유용한 접근방법이라고 할 수 있다. 그러나 대부분 대도시에서 실제유산정책은 파편화되어 부분적으로 시행되고 있으므로, 대도시별로 장소와 경관, 유무형 속성, 시간 변화를 포괄하는 유기적이고 상호 연계된 새로운 대도시유산 관리 프레임이 필요하다.

Abstract

This paper intends to draw out further research agendas relating to the Historic Urban Landscape approach in the 2011 UNESCO Recommendation for metropolitan heritage management. The main agendas related to metropolitan heritage include heritigefication (heritage-making) of metropolitan heritage, the tangible attributes, the intangible attributes, the sustainability and resilience of metropolitan heritage, localization of metropolitan heritage management, and evaluation of metropolitan heritage policies. The Historic Urban Landscape approach can provide useful framework for metropolitan heritage to present an inclusive perspective combining physical places with human spaces, to recognize a historical layer concerning all attributes of nature and cultural values as well as extending its scope to metropolitan settings beyond monuments-centered view, and to emphasize an integrated approach for sustainable development. However, since metropolitan heritage policies have been fragmented, the newly interconnected heritage policy framework would be requested in order to encompass places and landscapes, tangible and intangible attributes, and changes over time.
