Abstract
This paper offers a theoretical elaboration of precarity, precarization, and the precariat. It also examines how precarity has been historically produced and governed in conjunction with the capitalist urban process, and how the precariat movement has emerged in the process in Tokyo. In post-war Tokyo, precarity was governed through a dual process that geographically isolated an extreme level of precarity in yoseba (labor auction market) and ideologically stigmatized the lower class in it. However, precarity was never fully governed as constant riots of the underclass laborers showed. After the collapse of the bubble economy, precarity has spread to the entire society while heterogeneous space of subjectivations has quickly disappeared. The newly emerged precariat movement reflects the history of the urban process and the urban underclass movement in that it has pursued autonomy from the oppressive system while producing heterogeneous spaces rather than just demanding institutional reforms for survival. The precariat movement in Tokyo entered a period of stagnation in the 2010. But, it has important implications for the current movement in that it was an attempt to collectively break away from a capitalist way of life, that it sought to construct a commonality through coexistence with the Other, and that it continues as an archipelagic practice by networking cities beyond the scale of the state.
