Abstract

The scale of disasters is becoming increasingly unpredictable due to the climate crisis and urban densification. However, in South Korea, the system for designating and managing shelters is inadequate. Especially in densely populated areas, there is a risk that over-concentration in certain shelters may cause secondary damage. Therefore, it is necessary to assess accessibility and crowdedness and minimize damage by expanding shelters in inaccessible or overcrowded areas. In this study, two scenarios were set up using the G2SFCA and I2SFCA models to measure the accessibility and crowdedness of shelters in Seoul, a densely populated city. Scenario 1 assumes that people can travel to shelters across administrative boundaries, while Scenario 2 assumes that people can only travel within administrative boundaries. The analysis showed that in Scenario 1, accessibility and crowdedness were equalized across regions, but in Scenario 2, accessibility and crowdedness tended to be relatively unequal across regions. This study is significant in that it provides policy implications for minimizing human casualties in disaster situations by analyzing shelters in terms of accessibility and crowdedness in Seoul, a dense city, in an integrated manner.
