수치 및 도해지역 토지 면적단위 일원화에 관한 연구

본 연구에서는 축척 1:600 지적도를 포함한 수치지적측량지역(경계점좌표등록부)과 도해지적측량지역의 토지면적 등록단위의 이원화에 따른 불편을 해소 하고자 현재의 면적 등록단위 검토를 통해 일원화 가능성을 모색하고 개선방향을 제시 하고자 하였다. 면적 등록단위 검토에서는 면적결정에 영향을 미치는 오차허용범위, 등록단위, 독수교차 및 축척 등에 대한 고찰을 통해 법률상 면적단위 이원화에 대한 개선 방안을 강구 하고 일원화를 위한 새로운 시사점을 도출하였다. 또한 현재의 「공간정보의 구축 및 관리 등에 관한 법률 시행령」 제60조 면적의 결정 및 측량계산의 끝수처리에 따른 토지면적 등록단위인 0.1㎡와 1㎡에 대한 일원화 가능성에 대하여 살펴보았으며 개선방안을 제시 하였다.
Abstract
This study attempted to search for possibilities of unification through examinations of current area registration units to relieve inconveniences according to the unification of land area registration units of graphical cadastral surveying areas and numerical cadastral surveying areas(boundary point record book) that include 1:600 scale cadastral maps and present directions for improvement. Improvement plans are devised for legal area unit unification through examinations of error allowable ranges, registration units, planimeter reading differences and scales that affect area determination in area registration unit examinations. Also, observations were made of unification possibilities for the land area registration units of 0.1㎡ and 1㎡ according to measurement calculation rounding and area determinations of Article 60 in the current “Enforcement Decree of the Act on the Establishment, Management, etc. of Spatial Data” and new alternatives were presented.
