Abstract
This paper analyzed social conflict’s simultaneity of the non-simultaneous through the changes of social conflict relations reflected in the formation and change of Ejido, Mexico’s common land system. During the Spanish colonial period, land ownership by indigenous people was legally guaranteed, but it was actually subject to exploitation. After independence, the indigenous public land was guaranteed by political needs, but the criollo elite of Diaz regime took over it for building a modern state, which contributed to the Mexican Revolution. According to Article 27 of the Constitution enacted after the revolution, the state took ownership of all resources and land, and was obliged to dismantle the latifundio system and redistribute the land. Ejido, which was redistributed to peasants, seemed to be a system that overcame social conflicts caused by colonialism, but in the process of urban development, it became a hotbed for poor housing districts, hindered foreign investment in the modern agricultural sector, and acted as a cause of low productivity. In 1992, the Mexican government tried to resolve conflicts in the urban and agricultural sectors by privatizing Ejido as part of its neoliberal policy, but it became a cause of social conflict, including the Zapata peasant uprising.
