초록

본고는 특별한 시기(1991-1993) 이후 쿠바의 경제 및 사회 변화를 의료 부문을 중심으로 살펴 보았다. 쿠바 혁명 정부는 건강을 국민의 기본 권리로 삼고 커뮤니티기반 공공의료 체계를 구축하였다. 쿠바 정부는 자연 및 사회적재해가 발생한 국가들에 의료 인력을 지원해 왔으며, 이는 국제 사회에서 쿠바의 위상을 높였다. 사회주의 정권의 몰락 이후 경제 위기 타파를 위한 정부의 정책 변화는 의료 부문의 변화로 이어졌다. 쿠바는 해외 의료인력 파견을 통해외교적 위상의 제고와 경제적 성과를 얻고 있으며, 엘리트 계층의 불만도 완화시키고 있다. 그러나 이는 국내 의료 상황의 악화로 이어졌다. 쿠바 사회는 의료관광산업으로 경제적 이윤을 얻고 있으나, 이는 의료 부문의 부분적 민영화로 이어졌다. 의료 부문의 발전은 생명공학산업의 개발로 이어졌으며, COVID-19 백신의 개발 등 성과를 내었다.

Abstract

This paper studied the changes of Cuban economy and society since the special period (1991-1993) focusing on the medical sector. The Cuban revolutionary government considered health as one of the basic human rights and established a community-based public healthcare system under the principle of free education and medical care. Since the revolution, the Cuban government has dispatched medical personnel to the countries suffering from natural and social disasters and it has enhanced Cuba’s national prestige. After the fall of socialist regime, the Cuban government changed its policies to overcome the economic crisis which led to the fundamental changes in medical sector. Cuba has gotten not only diplomatic status but also economic gain by dispatching the medical personnel overseas and appeased the grievance of elite class. However, it has led to worsen the domestic medical service. The medical tourism industry not only benefited the Cuban economy but also led to partial privatization of the medical sector. The advancement of the medical sector resulted in the development of biotechnology, which enabled the development of COVID-19 vaccines.
