Abstract

The article expounds the process of constitutional amendment and government reorganization and the relationship with Chinese authorities in order to realize the goal of national independence and restoration. Since its establishment on April 11, 1919, the Provisional Government has gone through three periods, including an important period in the history of the Provisional Government of the Republic of Korea at Shanghai University. This paper analyzes the constitutional legislative activities carried out by the Provisional Government in Shanghai and the relationship with the Chinese authorities. The following conclusions can be drawn: First, the independence movement led by the provisional government in Shanghai was strongly supported by the law-defending government led by Sun and the later national government. Mainly reflected in diplomatic activities, military personal and economic life assistance. Second, the constitutional amendment of the Provisional Government in Shanghai was mainly based on the change of the government leadership system. Moreover, the text of the Constitution was largely influenced by the Chinese constitutional documents at the time. Moreover, the administrative concept of the provisional government and the democratic practice of party politics are also related to China.
