Abstract

The study investigates how Korean ICT industries could take part in projects in the East Africa region. It includes some cases five East African countries including Ethiopia, Kenya, Tanzania, Uganda and Rwanda. Some characteristics of ICT policies and projects in selected East African countries were analyzed and brought suggestions to Korean ICT industries. A survey results were reinterpreted in the African cases. Korea ICT companies have tendency of investing in Africa but has not been active as there were only a few cases of investing in ICT such as Rwanda by the KT and was stopped for few years after that. The survey was focused on barriers of investment projects in developing countries and comparative advantages of Korean ICT industries. It shows that how the government could strengthen the ICT industries to invest in ICT projects. The Korean ICT sector is well established and competitive in the international market, but the Korean ICT industries are not active in international projects especially in developing countries. However, Korean ICT companies should build capacity to execute international projects by improving human capital and could join with the public sector in a form of public-private partnership. This study included some suggestions the way in which Korean ICT companies actively participate in MDB ICT infrastructure projects so that could move on further investment in ICT such as e-commerce.
