본 연구에서는 프랑스의 북아프리카 출신 대상 이민·통합정책의 위기와 테러환경, 특히 ‘이민 문제에 대한 정치화’와 같은 프랑스 이민 문제와 테러 환경의 중요 특징에 대한 사건 당시의 언론기사 및 관련자료, 그리고 21세기에 본격적으로 제기된 프랑스의 북아프리카 출신 대상 이민·사회통합정책의 위기와 테러환경 및 대응에 대하여 논하도록 한다. 지난 “프랑스의 소요사태나 테러는 어떻게 가능 했는가”라는 질문을 제기하며 이에 따른 사태가 폭력적인 양상으로 진전된 상황적 요인을 프랑스 정부의 극단적인 대응방식에서 찾고 있다. 그리고 이러한 문제는 근본적인 문제들을 은폐하는 수단으로 이민·사회통합문제가 이용되고 치안담론 부상에 이민 집단이 희생양으로 이용되는 양상을 가리킨다. 프랑스의 경우 북아프리카 출신 이민자들이나 아랍계 프랑스인들이 소위 ‘위험한 집단’의 전형으로 간주되어 왔다. 이들을 온건한 이슬람 대 급진적 이슬람, 모범집단과 문제집단으로 구분한다. 최근의 이민정책에서도 이 구분에 의한 통제전략을 볼 수 있다. 프랑스의 소요사태나 테러는 소위 공화주의적이라고 말하는 프랑스 이민·사회통합모델에 내포한 속성의 발현임과 동시에 이 모델의 위기이다.
Abstract
This study aims at the examination of the main characteristics of the immigration problems in France such as the crisis of the so-called French model of republican integration and the politicization of ‘the question of immigration’, from the analysis of the Civil Unrest in the French Suburbs, Terrors. In the first place, “How was the French riots possible?”, and finds the answer in the radical reaction of the government that the initial turbulence. Another cause of this exceptional incident is the rise of identity politics and the spontaneous revolt culture emerged on the streets. And then as more fundamental causes of this incident in question, this paper proposes the crisis of Republicanism and the politicization of ‘the question of immigration.’ The former signifies the fact that the negative facet of this ideology which conceals Racism is articulated, while its universalistic virtues have lost its validity. The latter points out the phenomenon that the immigration issues are instrumentalized for the purpose of covering the major social issues, and that the immigrants are used as a scape-goat in the rise of security discourse. In France, the North African and the North African Frenchman are considered as a model of ‘dangerous group’, and the dualistic representation is regarded as an efficient method for control through calling them latent criminals.
