본 연구는 글로벌 공급망 재편과 핵심광물 확보 경쟁이 심화되는 국제적 환경에서, 한국의 자원안보 강화를 위한 대(對)몽골 공급망 ODA 전략의 필요성과 방향성을 제시한다. 한국은 핵심광물의 수입 의존도가 99.7%에 달해 공급망 교란에 매우 취약하며, 이에 따라 자원 부국과의 전략적 협력이 필수적인 상황이다. 몽골은 리튬, 희토류, 텅스텐 등 핵심광물의 유망 매장국으로 평가되나, 인프라 부족, 기술·인력 미비, 규제 불확실성 등의 구조적 한계를 지닌다. 이에 본 연구는 몽골 광물 부문의 가치사슬 병목지점을 식별하고, 한국 ODA의 전략적 개입 가능성을 분석하였다. 구체적으로는 ① 운송·에너지 인프라 구축, ② 지질조사 및 광물 가공 기술 이전, ③ 광업 관련 인력 양성 및 직업훈련, ④ 거버넌스 및 투명성 강화, ⑤ 민관협력 및 혁신적 자금 조달 등 5대 분야에서 ODA 전략을 도출하였다. 아울러 이를 단기, 중기, 장기로 구분된 실행 프레임워크로 제시하였다. 본 연구는 한국의 ODA가 전통적 개발 원조를 넘어, 핵심광물 확보를 위한 경제안보 수단으로 기능할 수 있음을 보여준다. 대몽골 ODA는 몽골의 지속가능한 개발을 지원함과 동시에, 한국의 공급망 안정성과 글로벌 경쟁력 제고에 기여하는 상호호혜적 전략으로 평가된다.
Abstract
This study explores a supply chain Official Development Assistance (ODA) strategy for Mongolia to enhance South Korea’s resource security amidst global supply chain restructuring and intensifying competition for critical minerals. With a critical mineral import dependency exceeding 99.7%, South Korea is highly vulnerable to supply disruptions. Mongolia, possessing abundant undeveloped critical mineral reserves and maintaining friendly bilateral relations, is identified as an optimal partner for diversifying South Korea’s supply chain. This research analyzes the concept and current status of supply chain ODA, identifying key challenges in Mongolia’s mineral sector, including infrastructure deficits, insufficient technological and human resource capacities, and opaque governance. It comprehensively examines the necessity of South Korea’s ODA to address these challenges and proposes a multi-stage ODA strategy framework, encompassing short-term (2025-2027), medium-term (2028-2030), and long-term visions. The proposed strategy includes infrastructure development, capacity building and technology transfer, enhancement of governance and sustainability, and promotion of innovative financing and public-private partnerships. Ultimately, this ODA is expected to foster a mutually beneficial partnership, simultaneously stabilizing South Korea’s critical mineral supply chain and supporting Mongolia’s sustainable development.
