Abstract
This study shed light on the overall education crisis in Sub-Saharan African countries due to Covid-19, analyzing the limitations of students' (praticularly vulnerable students’) right to learn caused by distance education implemented during school closures. Since March, due to the global coronavirus pandemic, a large number of countries have decided to suspend economic activities and close schools. Most Sub-Saharan African governments have experienced trial and error in their implementation by abruptly adopting distance education (e.g., e-Learning, learning through radio and TV, and mobile learning) as alternatives to face-to-face classes. In Sub-Saharan Africa, distance education has not paid off because of a lack of information and communication infrastructure related to distance learning (e.g. telecommunications networks, power grids, and distance learning tools), and most students are not guaranteed access to learning during school closures. This is because they have no access to distance learning due to the lack of learning tools and electrical and telecommunications networks. As a result, distance education has deepened the inequality among students in terms of access to and opportunities for education compared to face-to-face education, and it has not guaranteed students’ right to learn. In addition to the reduction of learning rights caused by distance learning, when classes resumed in most schools in Sub-Saharan Africa around September, the right to learn of some girls and students of disadvantaged groups has been seriously infringed as they gave up their studies because of poverty, early marriage, pregnancy, housework, and illegal child labor. Therefore, the challenges of the coronavirus and the post-coronavirus era are to minimize the loss of students' learning, prevent the academic abandonment of vulnerable students, including girls, and find ways to eliminate educational gaps and inequalities by ensuring students' right to learn in distance and face-to-face learning.
