Abstract
Recently, digital development strategies of donor organizations emphasize integration of digital trade issues in an effort to expand the connectivity of global digital trade by enhancing the technical and institutional capacities of developing countries. In the context of Africa, an analysis of the relevance of such a nexus between digital development and digital trade is warranted, considering the growth of mobile-based digital services and a regional effort to form a single digital market through African Continental Free Trade Area Agreement(AfCFTA). An analysis of digital strategies of major donor organizations confirms that digital development strategies for Africa do include key digital trade issues discussed in global digital trade negotiations. First, a holistic approach to enhance the entire digital ecosystem, which encompasses digital infrastructure, service delivery, and digital economy is evident. Second, these donors’ digital strategies directly address digital trade issues, for example data protection, competition and consumer protection, and cyber security. Third, in the face of increasing influence of digital trade rules led by developed countries, African countries should utilize their own regional instruments, for instance the AfCFTA, in order to create a larger “policy space” and form a more favorable institutional foundation for digital trade and development in Africa.
