Abstract
Guinea-Bissau joined the CFA franc zone in 1997. It is the latest country, and the second non-French colony which joined the CFA franc zone. This study aims to systematically analyze the economic effects of Guinea-Bissau's accession to the CFA franc zone and to derive policy implications for developing countries' monetary unions. The analysis of this study divides the period into pre-accession (1974 to 1996) and post-accession (1998 to 2022) to test statistically whether the differences in relevant economic variables between Guinea-Bissau and the other CFA franc zone countries changed after Guinea-Bissau's accession to the zone. The analysis results show that Guinea-Bissau's inflation rate significantly decreased due to its accession to the CFA franc zone, and the portion of intra-regional trade, including the CFA franc zone, increased. In the comparative analysis of macroeconomic shocks, the similarity of demand shocks between Guinea-Bissau and other CFA franc zone countries increased after accession, indicating that an integrated monetary policy response can be used for economic stabilization. On the other hand, the analysis of recessions and recoveries in the business cycle showed that the recovery strength weakened, and the recovery period increased after Guinea-Bissau joined the CFA franc zone, incurring the costs of monetary integration. Guinea-Bissau's case suggests that although there is a risk of increased economic volatility when African developing countries pursue monetary unions, the potential benefits, such as price stability and trade expansion, could be substantial. This implies an incentive for monetary unions and active cooperation to enhance their economic impact.
