Abstract
The terrorist attacks by Boko Haram, a Nigerian self-sustaining terrorist group that began in 2002, have caused more than 4 million civilian casualties so far in 2023, and the intensity of the threat has continued to increase to northern neighboring countries such as Chad, Niger, Cameroon, and Benin. Nigerian military forces, on the other hand, have responded since the early stages of the attack, but the effect has been weak. This research analyzed the pattern of terrorism by dividing Boko Haram's terrorism into Small Guerrilla warfare Extreme Guerrilla warfare and Harassing Tactic by combat type, and analyzed the response of Nigerian government forces by Response Full Charge Unit, Joint Task Force Command, and Joint Multinational Task Force. The reasons why Nigerian military forces failed to defeat Boko-Haram despite their relative military superiority were found in the failure of local residents' friendship, lack of tactics for counter insurgency and counter terrorism operations, lack of experience in joint operations, and decreased morale due to prolonged operations.
