Abstract
]After the liberation the tenant farming system in North Korea came to a crisis. The peasantry did not want to live under the pressure of landowners. The peasant movement to gain lands spread out in the countryside. The food crisis from the failure of food policy gave an impetus to the enforcement of land reform. At first the policy of land reform aims at confiscation of Japanese landowner's and pro-Japanese Korean landowner's lands. Before long the policy of land reform was radically changed. It aims at confiscation of non-pro-Japanese Korean landowner's lands. This radical policy of land reform would lead to the permanent liquidation of landlord class and the tenant farming system in North Korea. At the period of land reform frantic class struggle between the peasantry and the landowners was not enforced because the landowners preferred to flee south over the border and build a base for class revenge in South Korea. In this way class confrontation in North Korea was peacefully settled. As a result of land reform class construction was at the grass-roots changed. Landowners ceased to exist as a class. Rich Farmers became fairly weakened. Small farmers became the leading class in the rural communities.Land reform changed the system of local government. As a result of land reform system of local government came to depend upon class struggle against rich farmers and landowners. Before the land reform it depended upon class coalition between the left and the right.
