Abstract

]This paper has been concerned with the political theory and military system reform theory which appeared in Hongbeomyeoneu edited by Hwi-il Yee and Hyen-il Yee.The political viewpoint which appeared in this book is different from Chuhi(朱熹). The book shows the recognition that politics is not for morality but is a means for the utility. This book also emphasizes political rationality rather than justification with such a political perspective. It accepts the fact that profits and wealth are an important means for governing a state in this the context, and paid attention to a government tactics appeared in Jurye(周禮).This book understood that Bungdang(朋 ) is a pathological phenomenon resulted from the weakening of sovereignty. Accordingly, this book argued the strengthening of sovereignty. It claimed the elimination of the private domain in provincial control and the unitary control of the king. This book agrees to the reform direction pursued by Sirak(實學). It regarded the system as an ideal, which agriculture has a close relation to military affairs. Hyen-il Yee(李玄逸), one of the authors of this book, suggests that the reform in the military system will be carried out in real political situations.
