한국 대안농식품 운동의 분기와 진화 : 생협에서부터 푸드플랜까지 제도화를 중심으로
The Divergence and Evolution of Alternative Agri-food Movements in South Korea : From Consumers’ Cooperatives to Food Plans, Focusing on Institutionalization

최근 지역단위 푸드플랜의 수립 흐름이 전국적으로 빠르게 확산되고 있다. 푸드플랜 추진에 이르기까지 한국의 대안농식품 운동의 과정을 보면 1980년대에 유기농업 운동과 생협 운동의 유기농산물 직거래라는 풀뿌리 운동으로 시작되어 2000년대 중반 이후 학교급식 운동을 비롯해 다양한 운동으로 분기되었다. 최근의 푸드플랜 추진은 여러 운동으로 분기되었던 대안농식품 운동을 통합적으로 수렴하려는 시도라고 할 수 있다. 이들 운동 중 생협 운동, 학교급식 운동, 푸드플랜 운동은 각기 폭발적인 성장 시기에 사회운동과 제도화를 두 축으로 신자유주의적 먹거리체계에 저항하고 대안적 실천과 유통 경로를 만들면서 대안농식품 운동의 진화를 견인했다. 먼저 제1시기에 신자유주의 개방농정이 본격화되던 1990년대 중후반을 배경으로 유기농업 운동과 생협 운동은 협력적 관계의 형성을 통해 「환경농업육성법」, 「소비자생활협동조합법」의 제정을 이뤄내고 생명운동의 가치를 확산할 수 있는 제도화의 기반을 만들었다. 비록 고품질·고소득이라는 경쟁력 강화 논리를 앞세운 정부 농정과의 타협이었다는 측면에서 신자유주의에 대한 저항 운동으로서의 가치가 퇴색되었지만 인증 친환경농산물을 중심으로 네스티드 마켓을 구축한 성과가 있었다. 다음으로 제2시기에 1990년대 이후 위탁급식의 급속한 확산, 2000년대 후반 세계 금융위기 이후 긴축의 흐름을 배경으로 학교급식 운동은 「학교급식법」 개정을 통한 급식의 직영화와 지자체 학교급식 지원조례를 통한 국내산/지역 농산물 차액지원을 수단으로 식재료 공급체계의 개선을 이뤄냈다. 「지방계약법」 등 현행 제도의 제약으로 완전한 공적 조달 체계의 구축을 이루지는 못했지만 먹거리 공공정책과 학교급식지원센터라는 수단을 통해 새로운 공공영역의 네스티드 마켓을 구축했다. 제3시기에 2007-08년의 세계 식량위기의 경험과 이후 로컬푸드 운동의 성과를 배경으로 등장한 푸드플랜 운동은 중요 행위자로서 지방정부의 참여로 한층 높은 수준의 제도화, 민관 거버넌스를 통한 먹거리 정책의 수립 및 집행을 추진하고 있다. 푸드플랜 운동은 생협 운동과 학교급식 운동 등이 형성한 민간 영역과 공공 영역의 네스티드 마켓의 통합 혹은 확장 가능성을 보여주고 있다. 하지만 중앙정부가 선도지자체를 선정하는 공모 방식의 한계와 예산 지원을 앞세운 행정주도의 양적 팽창 등으로 인한 민간 중심의 운동성 상실, 과잉제도화 등에 대한 우려가 제기되고 있다.
Abstract
Recently, the attempt to establishing local food plans is rapidly spreading across the country. In the context of South Korea's alternative agri-food movement, it began as a grassroots movement, which made the direct transaction of organic products between organic farmers and consumer cooperatives in the 1980s. It expanded into the public policy through the school food movement since the mid-2000s, and recently it attempts to converge divergent alternative agri-food movements through the establishment of a food plan. These three alternative agri-food movements have diverged and evolved by showing differentiation of institutional tools such as laws and ordinances, resisting against neoliberal food systems, and creating alternative practices and distribution channels. First, in the mid-1990s, when neo-liberal agriculture policies were in full swing, the organic farming movement and the consumers' cooperative movement achieved the enactment of the “Act on the Promotion of Environment-friendly Agriculture” and the “Consumer Cooperatives Act” through the formation of cooperative relationships. It created the basis for institutionalization to spread the value of the movements. Although the value as a resistance movement against neoliberalism was faded in that it was a compromise with the government's agricultural policy, which had a logic of strengthening the competitiveness of high quality and high income, there was a result of building a nested market centered on eco-friendly agricultural products. Next, based on the rapid spread of contracted food service since the 1990s in the second period, and the austerity trend after the global financial crisis in the late 2000s, the school food movement was initiated by claiming direct meal service by the school through the revision of the School Meals Act and the local school food support ordinance. Through the means of supporting domestic/local agricultural products, the movement has improved the school food supply system. Although the establishment of a complete public procurement system could not be achieved due to the limitations of the current system such as the Act on Contracts to Which a Local Government is a Party, a new public domain nested market was established through means of public food policy and school food support centers. The food plan movement, which appeared in the background of the 2007-08 global food crisis and the outcome of the local food movement in the third period, the participation of local governments as a major actor leads to a higher level of institutionalization and food policy establishment through the governance of public-private partnership. The food plan movement shows the possibility of integration or expansion of nested markets in the private and public sectors formed by the cooperative movement and the school lunch movement. However, concerns have been raised over the limitations of the competition method in which the central government selects leading local governments, the loss of progressive mobility centered on the civil-society organizations due to the quantitative expansion of administrative initiatives with budget support, and over-institutionalization.
