농생태학적 농촌개발을 위한 네스티드 마켓의 생성과 발전: 홍동사례 연구

초록

전세계적으로 투입집약적 농산업모델의 한계를 극복하고자 하는 유기농, 생협, 대안먹거리 운동들이 활발하게 전개되고 있고, 이는 내생적 발전과 지속가능성에 중점을 둔 발전전략을 제시하는 농생태학적(agro-ecological) 농촌개발 패러다임에 대한 관심으로 이어지고 있다. 이 같은 배경에서 본 연구는 문헌검토를 통해 농생태학적 패러다임의 원리를 기왕의 주류 개발 패러다임인 농산업주의, 후기 산업주의와 비교해 살펴보고, 이의 주요한 실천형태인 네스티드 마켓(nested market)의 주요개념을 소개한다. 이후 유기농업과 생협운동의 선구적 지역으로 알려진 홍동지역에서 발전해온 다양한 형태의 시장의 특징을 이러한 농생태학적 원칙과 네스티드 마켓 개념을 사용해 분석한다. 우선, 1950년대 이래 진행된 지속가능한 농업 및 농촌발전을 위한 지역풀뿌리운동에 대한 질적연구를 통해 네 가지 대표적 네스티드 마켓(생협모델, 농협모델, 지역모델, 귀농직거래모델)을 유형화하였다. 이들 네스티드 마켓은 씨앗·발아기(1950대-1970대), 풀뿌리주도기(1980년대-1990년대 중반), 확대·제도화(1990년대 후반-2000년대 초중반), 집중화·위기(2000년대 중반-2000년대 후반), 지역화·다양화·혼종(2010년대 초반-현재) 단계를 거쳐 발전되어왔다. 본 연구는 네스티드 마켓을 농업의 다원적 가치에 대한 재발견, 지역농민의 지식체계 구축, 내생적 발전, 집단적 사회운동, 중첩과 대항의 역동적 발전과정으로 특징짓고 있다.

Abstract

This research analyzes the dynamics of nested markets identified in Hongdong, South Korea, by tracking their historical roots and changes over time. Specifically, this study is informed by an agro-ecological approach that has emerged as an alternative rural development framework to the agro-industrialism and post-productivism. Four different type of nested markets are identified and these have developed through five distinct phases: seeding·incubating phase(1950s - 1970s), grass-roots phase(1980s - mid 1990s), expanding · institutionalization phase(late 1990s-mid 2000s), and intensification·crisis phase(mid 2000s-late 2000s) and localization·diversification·hybrid phase(early 2010s-current). Results show a complex and dynamic process of origin and development of nested markets in which multiple actors participate actively, including established native farmers, new in-migrating residents, consumers’ cooperatives, and various government stakeholders. Local ecological and historical specialties, together with global and national institutions, have shaped the popularity and development of the nested markets. Mutifunctional agriculture, local farmers' knowledge system, endogenous potential, collective forms of social action, multi-layered counteractions are discussed as particular characteristics of the nested markets in the Hongdong rural domain.
