본 연구의 목적은 우리나라에서 사회정책의 제도적 기반을 구축하였던 5.16군사정부 하의 사회정책형성의 동태성을 환경적 맥락, 정책형성체계, 정책형성과정, 정책산출로 이어지는 체계론적이고 과정지향적인 관점에서 분석해 보며, 이를 통하여 당시의 사회정책형성의특성 및 시사점을 이해하려는 것이다. 연구대상 사례로는 5.16군사정부 하에서 입법이 완료된 두 가지 사회보험제도인 산재보험과 의료보험의 입법과정을 분석하였다. 구체적으로 환경적 맥락은 이를 다시 정치적, 경제적, 사회적 맥락으로 구분하고 각각 다양한 지표들을개발하였으며, 정책형성체계는 Yishai의 다섯 가지 유형화를 준거 틀로 활용하였다. 정책형성과정은 이를 의제설정과정과 정책결정과정으로 구분하였으며, 의제설정과정은 누가, 어떠한 동기로 의제설정을 주도하였는지를 중심으로, 정책결정과정은 행위자의 수, 주도적 행위자, 정책이해, 상호작용 등을 중심으로 논의를 하였다. 정책산출은 정책형성과정에서 처음의도한 정책내용이 어느 정도 변화하였으며, 주로 누구의 이해가 반영되었는지를 중심으로논의하였다.
Abstract
The purpose of this paper is to narrate the dynamics of social policy formulation under the 5.16 Military Government (1961-1963) through the systematic and process-driven point of view, combining environmental context, policy formulation system, policy formulation process, and policy outputs, in order to understand the characteristics of the early institutionalization stage of Korean social policy. To the end, this paper selected the formulation processes of the Industrial Accident Compensation Insurance Act and the Medical Insurance Act, which were legislated under the 5.16 Military Government, as targets of case studies. More specifically,environmental context was classified into political, economic, and social contexts and a variety of indices were developed to analyze these contexts. Meanwhile,classification of policy formulation system followed Yishai(1992)'s five categories of policy formulation types. The policy formulation process was first divided into policy agenda-setting and policy-making, and then the process of policy agenda-setting mainly explored who were the key initiators of policy agendas and what are their motivations to do. with regard to the policy-making process, this paper debated the number of participants, leading actors, participants' policy interests, and the interaction pattern between participants. Finally, policy outputs were related to how much the originally intended policy contents were changed in the process of policy formulation and whose interests were mainly reflected in final outputs.
