가족 정책의 국제비교- 동아시아와 남유럽 복지 체제 비교의 시각에서 -

초록

본 연구는 두 가지의 문제의식으로부터 출발하는데, 먼저 사회복지학계의 가족정책 연구가 단편적으로 진행되어왔다는 문제의식에서 가족정책에 대한 개념을 명확히 하고 그 분석틀의 하나인 국가 개입형태이론을 중심으로 가족정책 프로그램을 체계적으로 한정하고자 하였다. 또한 한국 복지국가체제에 대한 해석이 엇갈리는 이유 중 하나가 가족(정책)과 관련된다는 인식으로부터, 가족 정책을 기준으로 남유럽과 동아시아 국가의 복지체제 유사성을 살펴보고 한국 복지체제의 특수성을 확인하는데 기여하고자 하였다. 이를 위해 본문에서는 OECD 국가들의 가족정책 지출과 프로그램 내용을 기술, 분석하고, 19개 국가를 군집분석하여, 동아시아의 일본, 한국과 남유럽의 그리스, 이태리간 상당한 유사성을, 포르투갈, 스페인, 미국 등과는 어느 정도의 유사성을 발견하였다. 또한 여성고용 관련 통계와 1·2차 문헌을 통해 남유럽과 동아시아 복지체제 특성을 비교하여 이같은 결과를 재확인하였으며, 일부 차이점에도 불구하고 양 국가군의 독립적 복지체제의 가능성을 주장하였다.

Abstract

This Study begins with two critical points to studies on family policy and social policy: First, till now studies of family policy in Korea did not give an overview over the programs and effects of family policy and neglected systematization. This study tried to clarify the definition of family policy and used the theory of forms of social policy intervention as frame of reference for clarification. Second, the discourse on Korean welfare regime could be clarified with the aid of comparison of family policy between East-asian and South-european countries. For this the statistics of selected programs of family policy of OECD countries were described and on the basis of this statistics a cluster analysis against 19 countires was conducted. The result shows great similarity between the East-asian coutries Japan and Korea and South-european countries Italy and Greece, similarity with some distance between these countires and Portugal, Spain and the U.S.A. After locating the common features of female employment as context of family policy and governmental non-intervention in South-european and East-asian counties, with help of related literature, the possibility of a common and independent welfare regime of these groups of countries was argued with care.
