본 연구의 목적은 사회복지 프로그램 질적 평가 연구를 대상으로 질적 평가가 어떻게 이해되고 활용되고 있는가를 알아보고자 하는 것이다. 이를 위해 2000년부터 2012년까지 학술지 논문 검색을 통해 선정된 사회복지 프로그램 질적 평가 연구논문 96편에 대해 연구자들이 자신이 수행한 평가 방법을 무엇이라고 지칭하고 있는지, 양적 평가가 아닌 방식으로 평가를 수행한 이유가 무엇인지, 무엇을 평가하였는지, 전반적인 평가 계획이 수립되었는지, 자료 수집 및 분석, 글쓰기 등이 어떻게 이루어지고 있는지 등을 중심으로 질적 분석을 실시하였다. 분석 결과, 연구자들은 질적 평가라는 용어를 직접적으로 사용하는 데 주저하는 경향이 있었으며, 그럼에도 불구하고 질적 평가가 갖는 고유의 특징, 양적 평가의 보완책, 기타 등의 이유로 질적 평가 방법을 사용하고 있었다. 질적 평가의 대상은 주로 참여자에 집중되어 있었고, 전반적인 평가계획이나 평가절차가 미비한 수준에서 서술되고 있었다. 이러한 연구 결과를 토대로, 향후 질적 평가 연구의 수준 향상을 위한 방안으로 질적 평가 역량 개발을 위한 교육 환경 개선과 양적 평가 위주의 평가시스템 변화 등이 논의되었다.
Abstract
The purpose of this study is to examine how researchers understand and utilize qualitative evaluation methods of social welfare program. To achieve this purpose, this study analyzed 96 qualitative program evaluation studies in social welfare literature from 2000 to 2012 indexed by RISS(Research Information Shearing Service: academic literature searching engine in Republic of Korea). In terms of qualitative analysis, several themes were reviewed for these selected studies: what they called their research methods instead of the qualitative evaluation methods, why they used the different evaluating methods, not just quantitative ways, what were the objects of the studies, and how they built and performed their evaluating plans including data collection, data analysis and writing. The results are as follows. The researchers hesitated using "qualitative evaluation" term, officially and directly. In spite of that, they used the qualitative evaluation methods because of their unique characteristics, complementary effect, and so on. The objects of qualitative evaluations were focused on participants of social welfare program. The procedures according to evaluation plans were insufficiently described. Based on these analyses, it is suggested as the ways of improving quality of social welfare program evaluation studies using qualitative methods, to revise educational curriculums for developing qualitative evaluator's ability and change quantity-oriented evaluating system.
