세계화 맥락 속의 신자유주의 교육정책의 한계와 시민 교육적 대안

본 연구는 현재까지 진행되고 있는 세계화의 맥락 속에서 나타나는 신자유주의 교육정책으로 인한 교육적 위기의 현실을 인식하고 이를 극복하기 위한 시민 교육적 대안을 모색하고자 하는 것이다. 현재 신자유주의적 세계화와 이에 따른 교육정책에 대한 입장은 상반된 차이를 보이고 있다. 신자유주의적 교육정책이 가장 효율적인 교육을 가능케 한다고 보고 적극 환영하는 사람들이 있는가 하면, 시장 논리에 밀려 교육적인 위기를 초래한다는 입장도 있다. 본 연구의 목적은 양립하고 있는 신자유주의 교육정책에 대한 상반된 입장을 고려하면서, 신자유주의 교육정책의 문제에 대한 고찰을 통하여 불가피한 신자유주의 교육정책을 수용하면서도 부정적 측면을 최소화하기 위한 시민 교육적 대안을 제시하고자 하는 데 있다. 이를 위해 본 연구는 세계화 과정이 여러 분야의 변화들을 가져왔으며, 특히 교육 부문에서도 신자유주의 경제논리를 우선으로 하는 교육정책으로 인한 교육 불평등과 교육 공공성의 위기를 가져오고 있음을 고찰하였다. 또한 이러한 교육적 위기를 극복하기 위해서는 교육의 공공성을 확보하는 국가적 노력뿐만 아니라 공적 시민 양성을 통하여 시민적 연대와 대안적 시민 교육 운동을 조직적으로 더욱 강화할 필요성을 제기하고 있다.
Abstract
The purpose of this study is to recognize the educational problems through the neo-liberalism in the context of globalization and to propose the citizenship educational countermeasures. So this study considers that the globalization brought about many changes in various departments, especially in educational departments. In the context of globalization, governments intend to win in a competition and carry out the neo-liberal educational policy. The neo-liberal educational policy aims at competitive power, but these policies have educational limits. First of all, educational problems are deepened by the economic rationality of neo-liberalism in the context of globalization. This crisis is mainly centered around the educational inequality by putting education on the market, damages of educational publicity and invasion of intrinsic value of education. So the democratic citizenship educational movements are necessary to overcome the educational crisis in the context of globalization. Especially, the civil collective and alternative citizenship educatioanal movement must strengthen solidarity to guarantee educational publicity , which was the base for constructing modern public education system are equal opportunity for education and cultivating public citizen.
