Q방법론을 활용한 통합문화이용권 인식유형 분석

본 연구는 통합문화이용권 사업에 대한 이해당사자의 주관적 인식을 다각도로 분석하는 데 목적을 둔다. 이를 위해 주관성 연구방법론인 Q방법론을 적용하였다. 문헌자료분석과 심층면접을 통해 확보한 242개의 Q모집단 중 34개의 Q표본을 활용하여 통합문화이용권사업의 이용자, 사업운영자. 관련 전문가 등 총 27명을 대상으로 Q분류조사를 실시하였다. QUANL 프로그램을 활용한 자료분석 결과를 통해 통합문화이용권사업에 관한 4개의 인식유형이 도출되었으며 이는 전체 변량의 51.29%를 설명한다. 4개의 유형은 사업대상, 사업목적, 사업성격, 주요문제, 문화복지관점 등에 있어 상이점을 보였다. 문화복지의 생산적 가치를 추구하는 특성으로 띄는 1유형은 ‘사업 가치⋅생산성 중시형’, 사업의 효율성과 효과성을 추구하여 성과의 극대화를 원하는 2유형은 ‘사업 성과 추구형’, 사회복지영역의 사회서비스를 우선시하는 3유형은 ‘사업 무관심형’, 이용자의 만족도 제고를 위한 이용자 편의성을 중요하게 생각하는 4유형은 ‘이용 편의성 추구형’으로 명명하였다. 이와 같은 연구결과를 토대로 실천적, 정책적 함의를 제안하였다.
Abstract
The purpose of this study is to analyze subjective opinions of stakeholders on the integrated cultural voucher program from various angles. To this end, Q methodologies that target subjectivity were applied. A Q classification survey was conducted for a total of 27 people, including users of the integrated cultural voucher program, project operators, and related experts, using 34 Q samples out of the 242 Q population obtained through literature data analysis and in-depth interviews. As a result of the data analysis using the QUANL program, four types of recognition were derived for the integrated cultural voucher program which shows 51.29% explanatory power. The four types showed different points depending on the target of the project, the purpose of the project, the nature of the project, the major problems, and the cultural welfare perspective. Type 1, which stands out as a characteristic of pursuing the productive value of cultural welfare, is ‘program value and productivity-oriented type’, type 2 that wants to maximize performance by pursuing program efficiency and effectiveness is ‘program performance pursuit type’, the types 3 that prioritize social services in the social welfare area are named ‘program indifference type’, and the types 4 that place importance on user convenience for enhancing user satisfaction are named ‘Ease-of-use pursuit type’. Based on these findings, theoretical, practical and policy implications were proposed.
