자본주의모델과 불안정노동: 생애일자리 관점에서 본 미국, 독일, 한국의 비교
Market Economies and Precarious Work: Comparative Perspective on Work Trajectories in USA, Germany and Korea

본 연구는 자본주의 체제 유형에 따른 노동시장궤적유형을 종단적으로 분석하고 이를 통해 한국 불안정 노동자의 규모 및 특성을 비교하는 데 목적이 있다. 독일, 미국, 한국의 패널데이터를 사용하여 30-35세 이상 샘플의 18년 간 노동시장경험 궤적을 추적하였다. 이를 위해 고용지위와 숙련도, 사회보장의 여러 측면을 동시에 고려하였다. 분석결과, 세 국가에서 전문직⋅전일제형, 숙련노동안정형, 비경제활동형의 세 가지 유형이 공통적으로 발견되었다. 반면, 국가별로 상이한 생애 노동시장경험 궤적의 특성도 발견되어, 불안정노동자의 경험과 특성도 자본주의 모델에 따라 차이를 보인다. 불안정노동자의 규모는 국가주도 시장경제모델인 한국에서 가장 높게 나타난다. 한국의 경우 불안정노동자 집단은 사회보장에서 소외되는 것이 일반적이나, 미국 불안정노동자집단의 경우 고용지위 혹은 노동시장에서의 취약성이 곧 사회보장으로 연결되지 않았다. 또한, 자본주의 체제 유형에 따라 노동시장 분절성과 성별간의 관계가 상이하게 나타난다. 독일과 한국은 노동시장 분절성이 성별과 긴밀하게 연결되어있으나 미국의 경우 여성이 독일과 한국에 비해 저숙련불안정노동형과 노동시장이탈형에서 여성의 비율이 높지 않고, 반대로 안정적 노동궤적에 많이 분포되어 있어 차별화된다. 본 연구는 노동시장 불안정성을 근속연수, 일자리의 이동으로 이해하기보다 생애 전반에 걸친 노동궤적으로 본다는 점에서 기존 연구와 구별된다. 한국 사회에 적합한 사회보장을 탐색하는 데 일조하여 한국 노동시장과 복지국가에 정책적 함의를 제시할 수 있을 것이다.
Abstract
The purpose of this study is to longitudinally analyze the types of labor market trajectories according to the type of market economies and to compare the size and characteristics of precarious workers. Using the German Socio-Economic Panel, the U.S. Panel Study of Income Dynamics, and the Korean Labor Income Panel study, the trajectories of labor market experience for 18 years of the sample aged 30-35 years were traced. In regard to defining trajectories, we considered various aspects of work such as employment status, skill level, labor income, and social protection simultaneously. Findings suggest that three typologies were found in common: (1) the professional/full-time, (2) the skilled and stable work trajectories, and (3) the economically inactive type. The sizes of outsiders are largest in Korea, a state-led development-oriented market economy. The experiences and characteristics of precarious workers in the labor market also differ depending on the market economy. In Korea, precarious workers are generally excluded from social protection, but in the United States, employment status or vulnerability in the labor market did not necessarily lead to an insecure position in social protection. The relationship between labor market segmentation and gender differs depending on the type of market economy. In the case of Germany and Korea, labor market segmentation is closely related to gender. Still, in the United States, the proportion of women in the low-skilled precarious labor type and the labor market exit type is not higher than that of Germany and Korea. Conversely, the pattern differs in the U.S. where women are widely distributed on a stable labor trajectory. This study differs from previous studies in that it views labor market instability as a labor trajectory throughout life rather than one-time point employment status. It suggests policy implications for the Korean labor market and the welfare state and contributes to the search for social security suitable for Korean society.
