교육정책 결정에 적합한 의사결정 모형 탐색 -정부 주도 및 이익집단 경쟁에서 시민의회 모형으로-

이 연구는 교육과정 개정과 대학 입시 체제 개편 등 우리나라 교육정책의 결정 과정에 대한 반성을 통해 그동안의 교육정책 결정이 정부 주도 및 공급자 중심의 이익집단 간 경쟁을 통해서 이루어져 왔음을 지적하고 있다. 그리고 이러한 문제점을 해결하기 위한 방안으로 토의민주주의 이론에 기초한 시민의회 모형을 소개하고 해당 모형의 이론적 전제와 경험적 성과를 분석하고 있다. 그리고 이러한 분석을 토대로 브리티시 컬럼비아 시민의회 모형을 원용하여 교육과정 개정 및 대학 입시 체제 개편과 관련된 의사결정을 주도할 교육위원회의 구성과 운영을 제안하고 있다. 교육과정 개정과 대학 입시 체제 개편 등은 국민 대다수에게 영향을 미치는 중대한 교육정책으로 교육 관료나 이익 집단의 이해관계에서 벗어나 공적인 의사결정이 이루어져야 하는 사안이다. 이런 점에서 시민의회 모형에 기초를 둔 교육위원회 구상은 향후 교육과정 개정과 대학 입시 체제 개편 과정에서 실효성 있는 대안이 될 수 있을 것이다.
Abstract
The purpose of this study is to indicate the problems that the process of Korean educational policy makings are done by government initiative and competition of interest groups according to the reflection of curriculum revision and reorganization of college entrance examination system. As for resolving these issues, we analyze the theoretical premise and empirical results of citizen assembly model from the perspective of deliberative democracy theory. And we propose the board of education that should drive the decision-making process of curriculum revision and reorganization of college entrance examination system by quoting the citizen assembly model of British Columbia. Because curriculum revision and reorganization of college entrance examination system are the educational policies influencing the national as a whole, those are the issues that decision-making should be done beyond government initiative and competition of interest groups. Therefore a board of education will be the effective alternative that decide curriculum revision and reorganization of college entrance examination system from now on.
