이 연구는 2015 개정 사회과 교육과정 개발에 참여한 연구자들의 경험을 토대로 거시적인 관점에서 개발의 방향, 과정 및 절차, 주요 변화 및 특징, 그리고 쟁점 및 과제를 분석하고 있다. 2015 개정 사회과 교육과정은 크게 창의․융합형 인재 양성을 위해 문․이과 통합형 교육과정과 역량 중심 교육과정을 개발한다는 것을 목표로 하였다. 총론 차원에서는 새로운 문서 체제를 도입하였고, 각론 차원에서는 공통과정 단축의 문제점, 학습량 적정화 문제 등 그동안 사회과에 산적했던 여러 과제들을 해결하고자 노력하였다. 이를 통해 2015 개정 사회과 교육과정은 제 7차 교육과정 이후부터 제기된 학습량 적정화 문제에서 의미 있는 진전을 이루었고, 총론과 각론 간에 상당한 공조를 이루었다. 그러나 다른 한편으로는 각론에 대한 총론의 이해 부족, 교과 간 및 영역 간 통합과 연계 미흡 등의 문제점과 교육과정과 대입제도의 연계성 확보, 교사양성 체제 개편 및 연수, 교사 역할 재정립 등의 과제도 남겨놓았다.
Abstract
The purpose of this paper is to analyze the process and outcomes of developing the 2015 Revised Social Studies Curriculum. We examined the curriculum documents and experiences of the revision team. Aiming at the development of a liberal arts‐natural sciences integrated curriculum and a competency‐based curriculum for raising competent 21st century citizens, the 2015 Revised Social Studies Curriculum introduced a new document system and reduced the overlapped contents among various areas in the social studies. However, some future tasks should be accomplished in the future revisions of the curriculum. The liaison between the general guidelines and subject curricula should be strengthened. An alignment of the common curriculum with the college entrance exam should be established. Also, in order to successfully implement the revised curriculum, professional development programs should be offered for social studies teachers.
