공공기관의 IT 거버넌스 인식 및 수행 수준에 관한 연구

IT는 조직의 생존을 위한 필수품의 역할을 넘어서 조직이 지속적으로 성장하고 발전하는 경쟁력을 얻기 위한 전략적 수단으로 인식되고 있다. 따라서 조직은 새로운 가치를 창조하기 위하여 IT에 투자되는 금액은 증가하고 있는 실정이다. 본 연구는 공공기관을 위한 IT 거버넌스 진단툴을 개발해서, 국내 공공기관을 대상으로 IT 거버넌스 인식 및 수행 수준을 진단하였다. 즉, 공공기관의 CIO를 대상으로 IT 거버넌스의 현재 상태에 대한 중요도와 실제 수행도를 파악했다. 이를 통해 공공기관의 IT 거버넌스 현황을 진단하고 성공적인 IT 거버넌스의 확립과 정착을 위한 조언을 하고자 한다. 진단은 IT와 비즈니스를 연계하는 역할을 하는 CIO들이 진단툴의 다섯 가지 영역(전략적 연계, 가치 전달, 위험 관리, 자원 관리, 성과 측정)에 대하여 응답하였다. 연구 결과 IT 거버넌스의 영역들에 대해서 CIO들은 가치 전달과 위험 관리를 가장 중요하게 인식하고 있으며 그 외 전략적 연계와, 자원 관리, 성과 측정 순으로 인식하고 있다. 현재 수행수준에서도 가치 전달과 위험 관리, 자원관리, 전략적 연계, 성과측정 순으로 진행되고 있는 것으로 나타났다. 이 중에서 전략적 연계는 모든 영역 중 중요도와 수행수준 사이에서 가장 큰 차이를 보이고 있어 시급하게 개선이 요구된다. 그리고 성과측정 분야는 조직 규모별로 큰 차이를 보이고 있는 것으로 나타났다.
Abstract
IT is no longer a necessity for an organization's existence. IT has become a strategic mean for the organization to have sustainable growth and to gain evolving competitiveness. Therefore organizations are increasing IT investments in order to create new values. This research designed the IT governance diagnostic tool for State-Owned Enterprises (SOEs) and analyzed current state of IT governance regarding recognized importance of IT governance and its actual implementation status. CIOs, whose role is to align IT and business, answered survey questions based on the five domains: strategic alignment, value delivery, risk management, resource management, and performance measurement. SOEs have different recognized importance for each domains and needs improvement on actual practices. Value delivery and risk management are the top 2 concerns and thus implemented appropriately. However strategic alignment has the highest difference between recognition and implementation. Performance measurement has the lowest recognition and implementation. This domain needs immediate attention.
