초록
The evolution of e-government at the national level is a complex process driven by various macro-level factors. The central thesis of this research is that the factors in shaping e-government services vary across different evolution stages. Using an e-government dataset collected by the United Nations (UN) merged with data from other sources; this research estimates and compares four models of e-government evolution around the world to explore how different factors affect various stages of e-government evolution. To identify the determinants of four stages of e-government evolution, namely emerging and information dissemination, two-way communication, transaction, and e-democracy, this article examines a panel of 134 countries over the 2004 and 2005 period. Candidate variables include public administrative variables (government size, corruption) political variables (political rights, civil liberties), economic variables (GDP per capita), demographic variables (population size, population density, education), and information technology variables (netizen, IT infrastructure). With the exception of IT infrastructure measures, these variables enter in as statistically significant in most specifications for e-government evolution.
